If you simply lift with light weights and high reps, you will never create strong contractions in the muscle.
 
Strong contractions are what create firm and tight muscles.

Lifting heavy weights is the best way to create these strong contractions.
Here’s a video explaining 5 reasons why you need to lift heavy weights.
In the video, he recommends training heavy enough to make 3-8 reps challenging.
I have a slightly different recommendation.
If you want to dramatically increase strength and definition WITHOUT adding muscle size, pick a weight you can lift 8 times and stop at 5 reps.
